This panel, the second in the Preparedness Beyond Borders regional virtual panel series, examines community-based approaches to epidemic preparedness and early warning among displaced and hard-to-reach populations. Building on the structural surveillance gaps identified in Panel 1, the discussion focuses on the models, actors, and mechanisms that can help bring community-level signals into epidemic early warning systems. It also explores the pathways and conditions needed for these signals to inform and trigger timely formal public health response.
